During the years in which he was in the Union of South Africa, Michael Scott, an Anglican priest -- author of the new book, A Time to Speak -- witnessed the development of that country's counterpart to our Southern system of racial segregation. From childhood he was confused and frustrated when he observed how in so many instances good and respectable Christian people were doing little or nothing to cope with and to eradicate the social problems which confront the underprivileged of the community. His dilemma was increased when he found these good Christian folk apathetic even when the governmental authorities or commercial interests, in many instances headed by Christian people, were either responsible for these social problems or were unwilling to do anything that would change the status quo to remove these evils.
