January 1, 1863, was the day of the Emancipation Proclamation by President Abraham Lincoln. A century has passed since then. As we look back over these one hundred years and try to see where we are in Negro-white relations in January, 1963, can we say, "Our 19 million Negro citizens are free"? Is the statement true or false? Should we celebrate or commiserate? The truth evidently lies somewhere between these two poles.
