Nineteen months ago, Federal District Judge Richard B. Austin charged the Chicago Housing Authority with racial discrimination in site selection. He ordered that no more public housing could be built in black neighborhoods until 700 units have been built in white areas.
Since that ruling was issued, there has been no construction of public housing.
