The statement was made by Bishop Leonard N. Auala of Namibia's Ovambokavango Lutheran Church, head of the African church and a leader in the struggle against apartheid policies imposed on South-West Africa. South Africa continues to control the territory despite the removal of the administrative mandate by the United Nations General Assembly in 1966, the UN-established council, in 1967, to govern the area until independence, and a 1971 ruling by the International Court of Justice that South Africa give up Namibia.
