Many minority ethnic/racial groups in the United States experience higher-than-average unemployment rates, but none approaches the level of unemployment among Native Americans. A report prepared last fall by the Full Employment Action Council, the Lutheran Council U.S. A. and other sponsors documents the ''horrendous" and "devastating" rates of joblessness among both reservation and urban Indians. In addition, the report, "American Indian Unemployment: Confronting a Distressing Reality, notes that federal assistance programs have been drastically reduced in recent years, leaving Native Americans with income and education levels far below national averages.
